Nitin Madhav — President

About Nitin
Nitin Madhav served in many leadership roles at the United States Agency for International Development (USAID) in Washington, DC. He lead teams that supported programs in Afghanistan,Pakistan, and Central Asia.Prior to his most recent roles, Mr. Madhav was the Officer-in-Charge for USAID’s Burma, China, Tibet, Cambodia, Mongolia and Laos Programs and worked on regional frameworks such as the Lower Mekong Initiative.Mr. Madhav first joined USAID in 1999 as a Technical Advisor for the Child Survival Grants Program – a series of grants made to U.S.-based organizations to work in child survival and maternal health issues in 36 countries worldwide.He also worked on USAID’s flagship child survival project, BASICS, backstopping programs in West Africa, Ethiopia, Eritrea and the countries of the former Soviet Union. He was also the Country Director for Doctors of the World’s refugee program in Rwanda in 1997. He worked with Save the Children, UNICEF, Médecins Sans Frontières and Relief International in Tajikistan following the 1993 civil war. Mr. Madhav got his start in international development working with Afghan refugees in Pakistan in 1992.Mr. Madhav has two master’s degrees in Public Health and Economic & Social Development from the University of Pittsburgh and specializes in countries in conflict. He is fluent in several South Asian languages.

Olga Kalashnikova — Director, Global Strategies

Olga Kalashnikova is the Director of Global Strategies at Silk Road Advisors. She brings
over 15 years of experience in senior operations and program management roles across
the U.S. Department of Justice, Department of State, and U.S. Agency for International
Development (USAID).
Throughout her government service, Olga led cross-sector teams and managed multi-
million-dollar foreign assistance portfolios, with a focus on the rule of law, justice sector
reform, and counterterrorism. Her regional expertise spans Central, South, and
Southeast Asia.
Olga has advised senior U.S. government leaders, directed interagency task forces
responding to emerging threats, and guided organizations through complex, rapidly
evolving challenges.
Olga holds a Master’s Degree in International Development Management from the
London School of Economics and Political Science (LSE). She is a fluent Russian
speaker.
Kyle Farrell — Director, Central Asia & Eurasia

Kyle Farrell has been providing expert advice on Eurasian and Central Asian affairs for over a decade. He has worked for the World Bank, U.S. Department of Agriculture’s Foreign Agricultural Service, and the U.S.-Russia Business Council in addition to serving as a Presidential Management Fellow at the U.S. Development Finance Corporation. He most recently served as a Senior Central Asia Desk Officer within the U.S. Agency for International Development's Asia Bureau. Kyle holds Bachelor's degrees in Economics, International Studies and Russian from the University of Wisconsin-Madison as well as a Master's Degree in Foreign Service from Georgetown University. He has lived/worked abroad in Kazakhstan, Ukraine, the Kyrgyz Republic, Bangladesh, Uzbekistan, Tajikistan and Turkmenistan.
Adam Tousley —Director of Humanitarian Interventions

Adam Tousley is the Director of Humanitarian Interventions at Silk Road Advisors. He has over 12 years of experience in humanitarian assistance, civil-military coordination, and foreign policy implementation, with operational leadership across the Middle East and Asia.
Adam has deployed to conflict and disaster zones in Iraq, Afghanistan, Pakistan, and Burma, where he led interagency coordination efforts and managed complex, multi-sectoral aid programs. At USAID, he served as the Humanitarian Assistance Advisor to the Military, supporting U.S. Naval Central Command and leading joint operations with the Department of Defense, United Nations, and regional partners. His efforts have included deconflicting humanitarian operations in active conflict zones and overseeing emergency airlifts during the 2022 Pakistan floods.
Prior to joining USAID, Adam held senior field positions with international non-governmental organizations (NGOs) managing operations for large-scale health and nutrition programs for displaced populations. His work has focused on improving access to essential services, strengthening institutional resilience, and negotiating humanitarian access in high-risk environments.
Adam is a U.S. Army veteran who served as a platoon leader and operations officer in Iraq and South Korea. He holds a Master of Public Administration from Seattle University.
